When checking out with PayPal, it goes to PayPal login or PayPal website instead of the checkout screen.

This issue is usually caused by having the incorrect URL in the PayPal gateway URL setting. Make sure the URL contains https:// rather than http://. The URL should be https://www.paypal.com/cgi-bin/webscr.
